WASHINGTON — The United States signed a Customs Mutual Assistance Agreement (CMAA) with Kuwait today marking a significant milestone in collaboration on security and trade facilitation between the two countries. U.S. Customs and Border Protection (CBP) Acting Commissioner Kevin McAleenan signed the agreement on behalf of the United States and Director General of Kuwait General Administration of Customs Jamal Al Jalawi signed on behalf of Kuwait.
“Customs and Mutual Assistance Agreements allow for the exchange of information that is vital to our national and economic security,” said Acting Commissioner Kevin K. McAleenan. “We value our partnership with Kuwait in pursuing our mutual goals of stronger law enforcement and a more resilient and secure supply chain. These agreements form sound legal frameworks on a wide range of issues, including securing our borders against terrorists and combatting drug traffickers. In July, the most recent month for which statistics were available, overall cargo tonnage was up 12 percent, while freight arriving in 20- and 40-foot metal containers rose 15 percent compared with the same month last year, port officials said. Across all the nation’s ports, imports increased 6.6 percent in July on higher shipments from Asia, the fifth straight month of growth, said the research firm Panjiva, which tracks commercial shipments worldwide. In Philadelphia, the biggest increases were in goods from Chile, Peru, and Brazil. During the first six months through June, container growth in U.S. East Coast ports was up 11.2 percent, while container volumes in Philadelphia were up 19.2 percent, according to PhilaPort, a state agency that owns piers and terminals on the Delaware. The container increases were attributable to several new shipping services at Packer Avenue Marine Terminal. Soon there will be another new shipping service. CMA CGM, a French container shipping company, is partnering with Seatrade, which specializes in refrigerated cargoes, and the French shipping line Marfret to bring refrigerated goods, such as fruit and meat from Australia, to Peru and then through the Panama Canal to Philadelphia. The T-Cell therapy, which will be marketed by Novartis as Kymriah, was OK'd as treatment for patients up to 25 years of age with B-cell precursor acute lymphoblastic leukemia that is refractory, or in second or later relapse. In 2012, Penn and Novartis — a Swiss drug company that has its U.S headquarters in New York — entered into a global collaboration to further research, develop and commercialize Kymriah and other CAR-T cell therapies for the treatment of cancers. The therapy treats cancer by boosting the ability of a patient's own immune systems to identify and kill tumors is based on technology developed by a team of researchers led by Dr. Carl June, director of the Center for Cellular Immunotherapies at Penn's Abramson Cancer Center. Kymriah is the first therapy based on gene transfer approved by the FDA. “This is a turning point in the fight against [B-cell precursor acute lymphoblastic leukemia] that opens up opportunities for patients across the world who desperately need new options,” June said. “We’re excited and proud to have moved this CAR therapy, in collaboration with Novartis and CHOP, through all phases of development and clinical trials, established its efficacy, and now extended its reach to children across the country under this FDA approval. We hope the momentum behind the technology builds as we continue to investigate the abilities of personalized cellular therapeutics in blood cancers and solid tumors to help patients with many other types of cancer.” The bio-engineered T-cell therapy was first used at CHOP to treat leukemia patient Emily Whitehead, who was 6 years old when her leukemia stopped responding to conventional treatments. She has now been cancer-free for five years. "Emily’s cancer remains in remission, and in larger trials, we’re seeing overall remission rates over 80 percent, which is a remarkable improvement upon previous treatment success rates,” said Dr. Stephan Grupp, lead investigator of the CHOP and global trials of the therapy. The allocation of $29 million by the Army Corps of Engineers to complete the Delaware River deepening project is a great example of how our political system can work and the importance of effective leadership in our congressional delegation.
This $360 million dredging project, scheduled to be completed by the end of this year, will create a 45-foot deep channel that will enable the Port of Philadelphia to handle 95 percent of the world’s container a vessels. The annual fight for federal funding since 2012 was intense. Sen. Bob Casey (D., Pa.) and Rep. Bob Brady (D., Phila.) worked to ensure the federal funding to make the port an economic catalyst for the region. Their efforts enabled Gov. Wolf to allocate an additional $300 million of state resources to expand the port. The project will more-than-double the port’s container volume, grow our job base from 10,000 to 17,000 workers, and provide high-quality, family-sustaining jobs while generating millions of dollars in local and state tax revenue.
